It's hit or miss. I just had a Canadian vending machine accept an American quarter, but I've had them fall through in the past. It depends on the mechanism, as well as whether the manufacturer wanted to/thought about accepting them. Many vending machines will accept American coins just because they're so common and widely accepted here, but this isn't universal. In the US, I'm pretty sure Canadian coins aren't as widely accepted, especially historically when the exchange rate was ridiculous.
