To answer Q1. Company structure is important regardless of the industry. Look into whether you will set up as LLC or Corp. Best is to consult an accountant. Capital depends on the type of tour company you want to create. Other things to look at are, state regulations on tour companies, many states have regs, many don't. If you sell your tour to people in multiple states, you have to make sure you abide by each state's regs. You will also want to consult with a lawyer who is familiar with seller of travel law. Lastly, it is important to look into liability insurance. Some insurance companies specialize in tour operator insurance, so that should tell you something about its relevance.

You can arrange car, buy tickets, plan their trip, book a hotel in visitor's money so why you need cash for this? You can also start this business from home, all that you need is a computer, internet and a cellphone. I think you need more passion than cash.
